What could be the reason my green top hgh wouldn’t dilute?

I’m basically almost through a kit of genitropin I have 3 vials left…I mix each as I go and so on…so today I went to mix it 1ml bacteriostatic water as always drip it down the side as always and I noticed it wasn’t breaking down the powder inside…it shrunk but took maybe 10 minutes to completely dissolve, never seen it before in all my 20 yrs of using… so I didn’t use it-I mixed up another one which seemed fine…but any ideas as to why that would happen? Just a bad vial?it just worries me

That makes no sense since its so many different vendors with different HGH but the same green top.
